India’s first fibre-based amplifier, which promises to slash cable TV, telephone and internet bills significantly with wider network coverage and super-fast connectivity, would soon be commercially launched by a Kochi-based firm. Council for Scientific and Industrial Research’s (CSIR) premier laboratory Central Glass and Ceramic Research Institute (CGCRI) here has transferred the technology for the high-end amplifier to Kochi’s Network System Technology (NEST) group. CGCRI director H S Maiti said the amplifier, a key component of cable networks, was an assembly of a special kind of optical fibre and a series of electronic inputs which when fitted intermittently along cable lines restored energy loss during transmission and ensured high quality picture, sound and connectivity. CGCRI, which also holds the patent for the special erbium doped fibre(EDFA) used in the amplifier bypasses the need for conversion of optical waves into electronic waves and their subsequent deconversion into optical waves for restoration of energy losses during transmission. Cable TV service providers and telecommunication companies currently import the optical fibre amplifiers at a cost of around Rs 5 lakh per unit but indigenisation would cut this cost by almost half. The ‘fibre-to-home’ technology would now be a reality in the country providing consumers high-end all-purpose connectivity through a single fibre optic cable.

The final report on the Rs 10.5-crore Swiss-funded ‘Project in Capacity Building for Decentralisation in Kerala (CAPDECK)’ is missing. The project was endorsed as a Planning Board idea even by the last CPM-led Government. Though the proposal states that the fund would be utilised to groom the Thrissur-based Kerala Institute of Local Administration (KILA) as a centre of excellence, documents available with the Planning Board prove that 50 percent of the Swiss fund was earmarked for the activities of the People’s Plan Campaign Cell (PPC), a disbanded body of 80-odd known CPM activists. Scarcely 20 percent was set aside for KILA. It was in 1996 that the Planning Board submitted the project proposal to the Swiss agency for Development and Co-operation (SDA). The Rs 10.54-crore foreign aid had kicked up a heated debate in Kerala’s political arena that landed the liberals within the CPM in the dock.

According to Air India chairman and managing director V. Thulasidas, Air India proposes to start its second engineering base in Kerala. He said that Air India has not taken a final decision about the exact location for the base but Kochi and Thiruvananthapuram are being seriously considered. The total cost incurred in the project is Rs 50 crore and the decision onthe location will be according to the availability of land. Air India has its engineering base at Mumbai now. He also said that the company had plan to have a training institute for pilots soon. He also said that Air India would acquire 4 additional aircraft on lease and had planned to buy 18 additional aircraft by the end of 2006.

A Thrissur based firm,Millennium Rubber Technologies has signed an MoU with the Oman based company,Modern Bridge Trading LLC,for the supply and marketing of rubber- based road safety dividers in Oman and Gulf Co- operation Council countries. A joint company by the two firms would be set up in Oman. A total business of $ 10 million has been estimated for this year and is expected to rise up to $ 50 million in the next year. The road safety divider,'Road Safety Divider Flexipole' developed by the company,is based on the technology of the Rubber Research Institute of Malaysia. The product has many advantages when compared to the conventional metal products for the purpose. Most important is the flexible nature of the product,which would lessen the damage to the vehicle and passenger,according to the officials of the company.

The Kerala Government Medical Officers Association (KGMOA) ended their four-day strike following a settlement reached at a meeting convened by Health Minister K K Ramachandran. According to the agreement, the alleged assault on one of their colleagues by former minister and IUML leader Cherkalam Abdulla, MLA, would be inquired into by a Dy SP under the direct supervision of a DIG, and proper action taken after getting the report. Besides appointing a high-level-committee with Judicial officers and representatives from KGMOA as members to study the problems faced by the doctors working in Panchayats and to provide protection to Dr Joy and his family, the minister also agreed not to take action against doctors who participated in the strike.

Kerala's state election commission Sunday announced that polls to local bodies across the state would be held Sep 24 and 26. Elections would be held to elect 16,139 village councillors, 2,004 block councillors, 339 district councillors, 1,756 municipal councillors and 316 corporation councillors. There will be close to 34,000 polling booths and close to 150,000 officials to oversee the conduct of the polls. While electronic voting machines will be used in all municipalities and corporations, it will be the conventional ballot paper at all other places.

The much awaited sequel to '4 The People', 'By The People' made an impressive opening day collection but started crashing the very next day. Bad word-of-mouth had a lot to do with it. The heroines failed to impress either. And, the music turned out to be the biggest disappointment. None of the songs clicked. There wasn't anything impressive about the cinematography either. It looked as if Sunil was the only one who was trying to save the film from turning out to be an absolute disaster.

Kerala Tourism Special Secretary E K Bharat Bhushan said that kerala will soon have a fourth international airport at Kannur. Kannur in north Kerala would be the second trial to replicate the success of the country's first international airport implemented in Kochi with private-public participation six years ago. Mr Bhushan said Kerala Tourism was in the right direction, having achieved 11 per cent growth last year. It was also giving greater importance to development of eco-tourism with local community, including youth clubs, women's organisations and tribals, being empowered in the proper upkeep of the destinations.

Its a case of science reaching its ultimate goal, reaching out to the poor and under privilaged in far flung areas. Facilities of EDUSAT classroom technology will be extended to 13 high schools and higher secondary schools in Balussery Assembly constituency in Kozhikode, Kerala. A.C. Shanmukhadas, MLA, has sanctioned Rs.19.50 lakhs from the MLA local area development fund for the purpose. The EDUSAT classroom technology, launched on July 28 by President A.P.J. Abdul Kalam, is being implemented in Malappuram, Wayanad, Palakkad and Idukki districts this year. It will be extended to other districts in a phased manner. To make this facility functional, every school should have a computer lab, multimedia room and Rs.1.5 lakhs for other amenities. The EDUSAT technology facilitates conduct of classes in science, maths, languages, personality development, career guidance, population studies and continuing literacy programmes for students as well as parents. Balussery would be the first Assembly constituency in Kozhikode to have EDUSAT classroom facility in all its high schools.

The doctors called for the strike in protest against the alleged 'man handling' of a government doctor, Dr. Dicrouz in Manjeswaram by former minister and MLA, Cherkkulam Abdulla yesterday. Doctors all over the state desisited from attending the duty, while emergency and casualities performed in some hospitals. The High Court of Kerala on Tuesday directed the Commissioner of Entrance Examination to allot candidates from the rank list prepared by him for admission to the 20 additional BARCH seats in TKM Engineering College, Kollam. These seats, which could not be filled up on account of the confusion over the authority, which is competent to approve the additional intake of students. The Council of Architecture, after inspection of the college, had granted approval for the additional intake of 20 students, but insisting on an AICTE approval as a precondition for sanctioning the additional intake. AICTE, on the other hand, took the stand that on account of the orders of the Bombay High Court, it had no authority to approve or disapprove the additional intake of students for Architecture course. In this circumstance, a group of students who are eligible for admission by securing top ranks in the entrance examination, approached the court to quash the Government order and to declare that AICTE approval is not necessary for the grant of sanction by the government.

Thiruvananthapuram: The Kerala government and the Dubai Internet City (DIC) are likely to sign a Smart City agreement on Sep 5, officials in the state IT department said. "Due to lack of time we have been speaking over the phone to DIC officials. It is now expected top DIC officials will arrive here. The exact date of their arrival will be known in a day or two," said an official about the project that will come up in Kochi. Kerala Chief Minister Oommen Chandy is keen that the Rs.15 billion ($340 million) deal be signed in this state capital. Bottling plant of Coca Cola in the state shut down Tuesday, August 23, 2005 | AY
Coca-Cola has been ordered to shut-down by the Pollution Control Board of Kerala, following allegations that the factory was depleting local groundwater in the village of Plachimada of Palakkad District. According to the Board, the Coca-Cola plant had not disclosed the cadmium content of its waste, which was found to be contaminating the groundwater and making it unfit for human consumption. The company is also accused of failing to obey two previous orders, which had called for the installation of a sewage treatment facility and the provision of piped drinking water to the villagers. Residents of the village have been campaigning against the operations of the plant, which bottles mineral water and soft drinks, for over two years. The factory was closed for nearly 16 months after the local council refused to renew its license, but was allowed to re-open when the Kerala High Court ruled against a plea to close the plant permanently.

Following health problems reported in Padra village in Kasargode district, a writ petition was filed by 'Nature Lovers Movement,' seeking to prohibit use of Endosulfan in the state. Dr C D Mayee, then Agricultural Commissioner appointed by the government conducted a comprehensive health and epidemiological study in the entire cashew plantation area in Kerala to ascertain the incidence of disease in Padra village and pinpoint probable factors that were responsible for health problems. The Central government today told the Kerala High Court that no link had been established between the use of Endosulfan and the health issues in the village.

The new set of actors are Kutty,Nischal, Sammad, Bijoys, Santosh, B K Antony. The first set of socially conscious youth who started the movement were arrested by the police at the end of '4 The People'. They are in prison. And, their next batch starts running the show. And Rajan Mathews is given the charge of arresting them too. This time, he changes his loyalty when his wife Sophia gets killed by the underworld don as retaliation against the cop's duty consciousness. Praveen Mani's composition didnt click as expected. The choreography wasn't all that much to look at either. Overall 'By The People' was a big letdown.

Muraleedharan, president of National Congress (Indira) floated by veteran leader K Karunakaran, formally announced the merger of Kerala Congress (Jacob) with NC(I). Addressing the gathering, both Karunakaran and Jacob lashed out at Chief Minister Oommen Chandy. Jacob, who had always held ministerial berths whenever the UDF government came to power, had failed to find a berth in the Cabinet in the present government headed by Chandy. Religious preacher Mata Amritanandamayi was nearly attacked by a mentally unstable man armed with a knife at her ashram at Vallikavu in Kollam district. 47-year-old Pavithran, who hails from the northern Palakkad district and claimes to be a sympathiser of the RSS, sneaked in through a side entrance approaching the stage. Sentries noticed him advancing menacingly and stopped him just 20 feet from the dais. Three persons were injured while trying to stop Pavithran, who was draped in a shawl and took a knife and attacked them. He was later interrogated at Karunagapally police station, under whose area the ashram falls.

The present book is on the unique group of flowerless plants, the bryophytes, we usually neglect for its obscure nature as growing on the walls, ground or trees as green mat. Even though these are unattractive and without flower they play a key role in the maintenance of ecological balance. They stores and help recycling of many nutrients and also provide the suitable micro environmental conditions essential for other plants and small animals. Many a group of small insects, which are very important part of the food chain, usually feeds on these plants. Some of them are of direct use in the horticulture. The Western Ghats of India is one of the Global Biodiversity hotspots wellknown for its rich biodiversity. It is equally rich in bryophytes also, however thedocumentation is far from complete. The present book is the first in the series to document its rich bryo-wealth. The present book is the result of extensive explorations on the bryophytes of Wayanad, the mountainous district in the Western Ghats of Kerala, notable for its unique geographical location with varied topography and associated habitat diversity supporting unique assemblage of biodiversity. Except for the coast and backwaters, almost all habitat types of South India, from low altitude to the high altitude grasslands and shola forests, occur in Wayanad, which forms the major part of the Nilgiri Biosphere Reserve. It is also notable being a transition zone in the Western Ghats, where the comparatively drier northern forest meets the wetter southern forests. Aniyan Kutty’s Dimensions Cyber Technologies, based at the Technopark here, developed the software — Campus (Java version), which can, with the click of a mouse, handle all activities in an educational institution, including admissions and fees, and is being sought by several universities in India and abroad. The Mumbai-based Institute of Technology Management (ITM), the Indian Institute of Management at Kozhikode and Punjab University are using this new software. The firm is part of the $100 million Trinity Group headquartered in Dubai promoted by Kutty. Lake Vembanad, has been reduced to a third of its size over the past decade, with fish catches down by more than half since the 1970's. The steady reduction of water levels due to construction and the increase in chemical discharges into the marine environment from factories over the past decade has left Kerala in the verge of an environmental castrophe. Local crops are suffering. Fish stocks are depleted, rare birds are at risk and the number of freshwater turtles are falling.

Kerala ahs launched 'Pratyasa', a local investment promotion scheme, aimed at setting up 25,000 micro enterprises across the state and thereby creating one lakh job opportunities in one year. Chief Minister Oommen Chandy said the project, as another self-employment scheme, would bring in a total investment of Rs 1,546 crore. Only 25,000 applicants would be selected to set up the small scale industrial units, mainly in food processing, plastic, rubber-based, garments and engineering sectors. Chandy said the `Pratyasa' entrepreneurs would be issued with privilege cards to ensure priority consideration in all the Government departments and make sure that they run into minimum hassles. Out of the total investment, the entrepreneurs would pump in about Rs 300 crore as capital investment while about Rs 1,200 crore would be mopped up from banking and other financial institutions.

In a major setback for the Coca-Cola company, the Kerala State Pollution Control Board has ordered the company's bottling plant in Plachimada in Kerala to "stop production of all kinds of products with immediate effect." The bottling plant, one of Coca-Cola's largest, has been shut down since March 2004 because of community opposition. The community is experiencing severe water shortages and the groundwater and soil have been polluted - directly as a result of Coca-Cola's operations. The Kerala Pollution Control Board, in a 10 page order issued today, notes that the company has yet to explain the large amounts of cadmium in its sludge, which is contaminating the groundwater, making it unfit for human consumption. The Board further finds fault with the company as it has not abided by two previous orders - installing an effluent treatment facility for treating the wastewater and providing piped drinking water to community members affected by the company's over-extraction of water.

The Information Technology industry in the state is getting an unprecedented and much needed boost under the current government. Chief Minister Oommen Chandy while laying the foundation stone of 'Thejaswin', a new building complex in 'Technopark' in Thiruvananthapuram said 'Technocity' will be set up on 500 acres of land and added that the expansion of the park will be finished in a phased manner. The first stage of expansion would be completed by October 2006, with the commissioning of the Thejaswini complex. Two Information Technology firms, Infosys and US technologies have already been allotted this land. Formalities for the acquisition of 100 more acres are being completed for the third stage of expansion of Technopark, Mr. Chandy said. He promised full support for new ventures, which could contribute a great deal towards the Information Technology revolution in Kerala. The Thejaswini complex, with a carpet area of six lakh square feet, will be built at a cost of Rs.60 crores. Of the 11 floors, three will be set apart for parking of vehicles. The entire `built-up' area has already been allotted to various IT firms. It is expected that over 5,000 jobs would be created once all these companies set up shop at Technopark.

Saudi, Emirates and Malaysian airlines operation have been requested from Thiruvananthapuram by The Kerala Association of Travel Agents (KATA). KATA President K V Muraleedharan told reporters “Currently, Saudi and Emirates airlines operate from the Kochi International Airport, with the Malaysian airline to operate from there soon. While there is a huge lobby working for the Kochi airport, there is not a single politician who is interested in campaigning for the Thiruvananthapuram airport.” He added “It was during this period that several new airlines began operating from Kochi and other international carriers increased their frequency at Kochi. Inclusion of sex education in the school curriculum was recommended by Kerala assembly committee looking into issues of women, children and the handicapped. Chairman of the assembly committee, Savithiri Lakhsman told reporters "We took up this issue based on news reports and studied the questionnaire and found to our surprise that the news report was not true. It was a good exercise done by the State Council of Educational Research and Training (SCERT)." She added "We found that there was no question which was derogatory and we felt the survey was an excellent one and meant to identify the needs of adolescent children. We have already informed the government that the survey, if needed, can be extended to other districts." Lakhsman said "More importantly, we feel that children in this age group should be aware of things which they may find difficult to discuss with parents. Government is planning to introduce Felonies Activities Bill to arm the police with more powers to deal with anti-social elements. Chief Minister Oommen Chandy informed this after inaugurating the junior trainee mess of Police Academy at Ramavarmapuram. CM said that if the legislation is not tabled in this session due to the shortage of time, then an all-party meeting would be convened to discuss it and promulgate an ordinance. He added, "But the Government is determined to implement it. It will be issued as an Ordinance or a special session of the Assembly would be convened to get it passed," Bill would extend magisterial powers to the City police commissioners and district SP.

Huge wave swept off both during picturisation of a song, which required Gopika and hero Dilip to roll around a bit near the seashore. Few moments later another wave brought them back safe. Akshaya project initially launched on November 18, 2002, in Malappuram district will lead Kerala to complete e-literacy by 2007. Speaking on the statewide launch of the Akshaya project that will initially cover seven districts, Chief Minister Oommen Chandy said "The government was ready to roll out the Akshaya project to the entire state. But six district panchayats asked more time for implementation.” He added, "On account of this, we expect that by March 2007 all districts will be covered and Kerala will be a totally e-literate state."

The Hon'ble President of India,Dr. A. P. J. Abdul Kalam in his address to the Kerala Legislative Assembly praised the contributions of the Non Resident Keralite community to their motherland and to the various places where they work. Titled,'Missions for Kerala',The President presented a ten- point development programme based on core competences of the State. In his address,he also put forward programmes for the benefit of the NRK community. "When I travel abroad,I make it a point to meet people of our country settled in those countries. The people of Kerala wherever they are,they want to see their state grow and prosper. They want to come to Kerala often to remain attached to their roots. Heads of various countries have lots of praise and they acknowledge the contribution made by Indians particularly people from Kerala",the President said. He also opined that the migration of Keralites has eased the population pressure and unemployment. Their remittances to families in Kerala have also improved living standards. The foreign remittance to Kerala,which amounts to around Rs. 18,000 crore,should be utilised effectively,the President said.
International connectivity to help NRKs
The President also suggested using modern technology for the welfare of NRKs. Space technology is well established in Kerala. The Vikram Sarabhai Space Centre in the State has the potential to provide education,health care and international connectivity. Keralites who live outside Kerala need education,health care consultations,tele-investment and tele-transfer of funds to their homes. "An exclusive connectivity using satellite,fibre optics and wireless can be established between Kerala Government and ISRO to start tele-education programme to the Keralites living in the middle- east and elsewhere. This will enhance the employment potential,economic prosperity and also provide family connectivity',he said.

In his memorandum the Chief Minister suggested to allow NRIs to take part in the electoral process on submission of passports. The Non- Resident Keralites'Affairs Department informed that Keralites staying in the Sultanate of Oman without any legal document should get in touch with the Indian embassy in Muscat to return to the state. This follows a directive issued by the Oman Police asking all those who stay in the country after the expiry of visiting visas to leave the country before 19th August 2005. Those who have passports may contact the visa cancellation centre in the Seeb International Airport and can leave the country after paying a fine of 25 Oman Riyals. Those who do not have original passports may contact the Immigration Department of Oman police. They should submit a photocopy of the passport and also have to pay the fine.

Shukla said, "We have commenced talks with the state government to take over a sick unit and simultaneously we are going ahead with our plans too. We can't just wait indefinitely, so we will open our first tissue culture laboratory at Kumarakom." He added, "To make our foray into the world of biotechnology we have already acquired a pharmaceutical company in Mumbai and work has begun to get the desired certification. The Hon'ble President of India in his address to the State Legislative Assembly presented a ten- point programme for sustainable development of the state. This included 'Quality training to nurses and other paramedics'to tap the job opportunities worldwide. As per the latest report world- wide requirement for nurses is estimated to be around one million from now to 2012,the President said. The present contribution of 4,000 nurses from Kerala should be increased to at least 20,000 per year. In addition there must be a special drive to equip the nurses with training at various healthcare centres and super-speciality environments. They should also be equipped with language skills and proficiencies that can match international standards. Kerala can definitely cater to at least 50% of the total demand i.e. provision of one million nurses from now to the year 2012,the President said. He urged the state Department of Health to draw up a scheme and embark on an intensive nursing training scheme in collaboration with the Central Government. This will enable the generation of quality health care professionals at the rate of 2 lakh nurses per year. With increasing complexity of healthcare profession with diagnostic equipment,tele-medicine,clinical trials etc. there is a need for specialized paramedical education. Skilled technicians and the para medical assistance are in great demand world over in the healthcare sector. The generation of quality nurses and paramedical professionals can be taken as a mission,The President said.

The Transformers and Electricals Kerala (TELK) Ltd. has won a Rs. 10 crore order from the Sultanate of Oman against tough competition from international players. Mr. K. R. Vishwambharan,Managing Director of TELK said that the order is for supply of two 132/33 kV,125 MVA transformers and six 33/11.5 kV,20 MVA transformers for Mobella and Riyam sub- station in Oman. Another order worth Rs. 5 crore is also expected from Oman soon. At present the company has orders worth Rs. 120 crore,according to Mr. Vishwambharan. Stocked paddy was destroyed by the recent flood in the state. 31 societies had procured paddy from the farmers and stocked in makeshift warehouse at various parts of Kuttanad. People offered their Bali at Thiruvallam Parasurama Temple, Sanghumughom beach, Papanasam beach in Varkala, Thirumullavaram in Kollam, Periyar river bank at Aluva and Tirunavaya on the banks of Bharathapuzha in Malappuram. Minister for Power Aryadan Muhammed replying to questions in the assembly said the state government is considering generating electricity from wind energy with private partnership at Ramakkal Medu. Power Minister said earlier a study conducted by the Union Power Ministry found that Ramakkal Medu has a large potential for electricity generation from wind. Government is not in favor of Bus fare revision. Replying to K.P. Rajendran (CPI) query Transport Minister N. Sakthan informed that government has no plans for a bus fare revision. He also informed that UDF government has increased the fare twice for ordinary services and once in the other category in the last four years. Minister said that the monthly collection was Rs 52.54 crore as against Rs 47.50 crore before the revision, registering an increase of Rs 5.04 crore in 2001. But in 2004, the difference in collection for 30 days to the KSRTC was Rs 61.88 lakh.

Chief Minister Ooommen Chandy today announced after a Cabinet meeting that free ration to the flood-affected people in all the 14 districts in the State. Respective District Collectors will decide the duration of the free ration depending upon the situation of that particular district. CM said revenue and agriculture department officials are assessing and will estimate the loss of property due to the recent flood. He said that State would request Central Government to send a team to assess the damage. Detailed memorandum is being prepared by the State Government to be submitted to the Centre for Central assistance and provide relief to the affected and compensate for property loss.

State government is proposing to set up a technical university and increase in the number of engineering colleges and other technical institutions. Minister for Education E T Mohammed Basheer replying to questions in the assembly said a three-member expert committee would study and submit a detailed report for the proposed technical university and to increase the number of engineering colleges and other technical institutions. Mr Basheer said the Cochin University of Science and Technology was likely to be upgraded into an Indian Institute of Technology (IIT) for which the varsity was taking all steps to meet the conditions laid down by the Joshi Committee for sanctioning the IIT.

Kerala Tuesday became the country's first state to launch an internationally accepted online computer certification programme. "This is an internationally accepted certification programme designed to give basic computing knowledge. Already this is there in 114 countries and is an accepted benchmark for basic skills in IT," said Chief Minister Oommen Chandy, the chief guest at the launch programme. "Kerala is the first state in the country to launch this programme," said Chandy. He was inaugurating the programme launched by the Centre for Development of Imaging Technology (C-DIT), a government body, and Reliance Web World. "In order to bring this course to even the most downtrodden, we have decided that all Scheduled Caste and Scheduled Tribe students who pass the examination will be refunded the entire fees by the government. "We have also decided to refund the fees of Rs.2,499 to 10 percent successful students who hail from economically weaker sections," said Chandy. The programme will be available through 500 C-DIT education centres across Kerala for which Reliance will provide infrastructure for the 42-hour online course. -- (IANS)

The Tourism Conservation and Preservation Committee set up by the state Government to devise development strategies for the preservation and conservation of tourist destinations, has come out with the guidelines for the Special Tourism Zone (STZ) at Kovalam. Taking into account of the tourism potential and diverse features, the destination has been divided into six zones. This includes Edayar Island, Thiruvallam, Eves Beach, Vizhinjam Harbour, Mulloor and Pulinkudy. Topographically the zones are spread out in around five panchayaths and the area of the city corporation. The classification is based on the quality of beaches, type of ongoing development activities, landforms, character of settlement etc. The future development activities in the destination would be complementary to the natural beauty and environmental features. Small-scale infrastructure development activities with low impact but high quality would be initiated in the 500-metre high tide line from the coast. Residential settlement and agricultural areas would be excluded from specific controls. A green park or bird sanctuary would come up at Edayar Island. Backwater tourism and recreational facilities would be developed in Thiruvallom. A tourist facilitation centre has been suggested at Eves beach. The committee has also suggested various development activities for Vizhinjam harbour, Mulloor and Pulinkudy.

Holiday Group of Hotels, a UAE based group have started the basic works including beautification and land layout works in a 32 acre land at the Chembarika village near Kasaragod district. The resort would be built at a cost of Rs. 400 million. The Holiday Group of Hotels had earlier signed an agreement with the BRDC for this. The Union Government has chosen three serene rural destinations from Kerala; Aranmula, Balaramapuram and Kumbalangi for an innovative development project. Fifty- five destinations have been chosen across the country and the aim of the project is to share the socio- economic benefits of tourism with rural masses, informed Ms. Renuka Chowdhury, Union Minister of State for Tourism. The project will showcase the rural life, art, culture and heritage of the places, which would benefit the local community socially and economically. The Government has also sanctioned Rs. 5 million each for infrastructure development of destinations. Tourists' visits to experience rural India in a relaxed and healthy environment would lead to more job generation and promotion of local art, handicrafts and culture. Interaction between tourists and the local population would be an enriching experience, the minister added. Under the project roads within the Panchayat limits and surroundings of the villages will be improved. Landscaping of parks and ponds and illumination works are also planned. Funds will be provided for solid waste and sewerage management. Wayside amenities and accommodation facilities for tourists will be created. All the works would be implemented through a convergence committee headed by the District Collector and funds will be released directly to the implementing agency recommended by the State Government. The Ministry of Tourism has decided to market these rural destinations through overseas offices, the minister said.

An exclusive Tourist Submarine to be launched in Kochi would be another attraction for tourists to flock to Kerala. When realised this would be the first of its kind in the country. The Kerala Shipping and Inland Navigation Corporation (KSINC) and the Kochi- based Pioneer Underwater Tours jointly introduces the project. A 45- minute underwater cruise with the marine life in close quarters is what the journey would offer. A panoramic view of the sea world through large- diameter view ports would be offered to the travellers, according to the authorities of the Pioneer Underwater Tours. The vessel would travel up to a maximum depth of 100m and would carry 24 passengers and two crewmembers at a time. There will be ten dives, eight in the day and two after sunset. The vessel will have external lighting, very high frequency radio communication system, through- water communications, underwater video and obstacle avoidance sonar systems. Modern life support systems including oxygen facility and environmental control systems would also be available. All passengers will be insured while voyage according to the International Maritime Organisation's regulations. The UK based Silvercast Submarines builds the vessel for the company and the service is expected to start in September. The KSINC would provide support boats to carry the passengers to the submarine, which will be anchored in the sea about seven nautical miles away from the coast. The Corporation's jetty at Marine Drive will be refurbished for the purpose.

As part of the efforts to preserve the rich heritage of the state, a Folklore museum would be established at the Chirakkal Kovilakom in Kannur district. Revealing this, Mr. K. C. Venugopal, Minister for Tourism and Mr. A. P. Anilkumar, Minister for Culture informed that the aim is to preserve the ethnic folk art forms. Kerala Tourism would provide financial assistance for the project, said Mr. K. C. Venugopal. The Folklore Academy, which presently functions in the Kovilakom, would be changed to a suitable place. It was the Tourism Department that earlier handed over this heritage structure to the academy.

An 'Elephant museum' will be the highlight of the eco- tourism project to be implemented at Konni in Pathanamthitta district. The place is known for wild elephants and an elephant camp. The new development project is envisaged as a model forest- based eco- tourism project. Local participation is a key element of the project. The project will be executed in four phases. The elephant museum, development of the elephant camp, pathways, parking facilities, signages, mahouts shed, pavilion and a rain shelter will be set up in the first phase. A proposal to manufacture eco-friendly paper and greeting cards from elephant dung has also been suggested in this phase. Landscaping works of the elephant camp, development of Kottapara and improvement of water supply and sanitation facilities include the second phase. Trekking sites and facilities will also be developed. There will be two options for the trekkers, hard treks and relatively soft and easy treks. The areas identified for hard treks are Kottampara and Pulinkayam and soft treks would be offered to Kattathipara and Neduvathumoozhy. Setting up eco- friendly cottages would be taken up in the fourth phase. Training programmes would be conducted for the local population to make them aware of the opportunities. Marketing locally made handicrafts, souvenirs and agricultural produce would also be a part of the project. The project is expected to generate employment opportunities for the local population both directly and indirectly.

There is a spread of concern in the health of elephants in kerala since many, as many as eight pachyderms are reported to have died due to spread of tuberculosis among them. Overwork, lack of proper diet, unhygienic upkeep and absence of periodic health check-up are said to be the reasons for the spread of the disease. In most cases, the tuberculosis attack in the elephant is confirmed by examination of trunk wash (mucus). This often happens only when the abscesses in the infected animal's lungs burst and discharge runs out through the nose.
Road construction to be completed in 2007 Monday, August 1, 2005 | AY
Construction of 42 km of road network, a Rs 220-crore project spanning 13 major corridors in the city under Roads Improvement Scheme will be completed by the middle of 2007. This project, which includes two flyovers and an underpass, was scheduled to be completed by middle of 2006 but was delayed due to land acquisition and rehabilitation probems. The underpass at Palayam would be opened for traffic tomorrow by Chief Minister Oommen Chandy. A bus station would be constructed for long distance buses at Enjackal and the land for the project had already been acquired. Once the station was opened, traffic crowd in the city were expected to be reduced to a great extent. Besides the development of roads, the government proposed to set up a sewerage plant in the city, since sewerage disposal was one of the worst problems the city had been facing.
